You can get a cat version of a commander tag.   If you don't own a tag you will have to spend 300 gold.  If you already have a tag, you only have to spend 150 gold and 250 badges of honor.  The mini pet, Mini Catmander, requires 100 Skirmishing Tickets.  You go to the Alpine WvW Borderlands and go to the hidden cat room in the Jumping Puzzle.  In the room, talk to the cat npc to acquire your tag or minipet. Supposedly, each borderland has a different cat tag color.  I found the blue cat tag on the green borderlands.
